Pensions and Salaries Raise in Belarus

Occupational pensions, the first-grade tariff rate, the minimum wage and subsistence wage have been increased, as well as new correction coefficients to budget tariff rates have been introduced in Belarus since November 1. This was reported in the Ministry of Labour and Social Welfare.

Additional costs to boost pensions (by10% on average) make Br135.7 billion a month, Deputy Minister of Labour and Social Welfare Valentine Koroleva said. According to her, above 2.4 million people, receiving occupational pensions in the system of labor, employment and social protection, will experience the pension increase, BelTA informs.

The average size of the labor retirement pension will increase from Br555 thousand in October to Br610.9 thousand in November. Deputy Minister drew the attention of retirees that the size of the pension increase will depend on the individual parameters of the working record and salary, as well as the allowances and promotions, established for retirement.

The maximum size of the labor retirement pension for out-of-job pensioners, having been working 40 years for women and 45 years for men, with the individual coefficient above 4.0, will reach Br954.9 thousand in November. Working pensioners, having served for 40/45 years with the individual coefficient above 1.3,   will get the maximum size of the labor retirement pension equal to Br693.150 since November.

The Decree also established a monthly supplement of Br40 thousand to social pensions for underage disabled children, people with disabilities of the first, second and third groups (including the disabled since childhood), children who have lost their breadwinner. There are about 50 thousand of such people in the country.

«There are the necessary funds for the payment of higher pensions in the Social Welfare Fund of the Ministry of Labour and Social Security, assured the representative of the ministry. — New-size payments will start from November 1, they will be made promptly and in full.»

The First-Category Tariff Rate Grew to Br118 Thousand

The first-category tariff rate growth to Br118 thousand will let the public sector workers wages raise by 30% on average, or at the absolute amount of Br135 thousand, the Ministry of Labour.

Salaries of public sector employees, with 1st-12th category, will exceed the minimum consumer budget, which will strengthen, in its turn, the social protection of workers.

The Minimum Wage Rose to Br400 Thousand

The corresponding decree was signed by President of Belarus Alexander Lukashenko on September 27. The document is to set, a minimum wage of Br400 thousand, the minimum hourly wage of Br2.36 thousand for November-December 2010. Minimum wage increase contributes to the social security of the low-paid categories of workers in all sectors of the economy regardless of the ownership forms, the ministry said.

The Ministry of Labour pointed out that a minimum wage is a national minimum social standard in wages, providing social protection of workers in labor relations. In accordance with the law «On establishing the procedure and increase of the minimum wage,» the size of the minimum wage (monthly and hourly) is set annually by the Ministerial Council, once a year, on January 1, based on existing levels of employment and labor productivity, needs of the workers in material welfare and services; values of the average wage in the economy, pensions, scholarships, benefits, compensations and other social payments, as well as the economic opportunities of the republican and local budgets, employers.

Subsistence Wage Rose to Br283.050

Decree of the Council of Ministers №1567 approved subsistence minimum budget (SMB) per capita for the main socio-demographic groups in the prices of September 2010 per month. The period of validity of this social act is from November 1, 2010 to January 31, 2011.

Thus, the average subsistence wage per capita in November will be Br283.050. SMB for able-bodied population is set at Br302.49, for pensioners — Br252.23 thousand, for children-students — Br302.95 thousand, for children aged 3 to 16 years — Br345.38 thousand, for children under three years — Br251.83 thousand.

As noted in the department of complex issues development and socio-labor sphere of the Ministry of Labour and Social Security, the new SMB rose by 3.1% to the SMB, which operated from August 1 to October 31 (Br274.51 thousand).

The amount of government benefits for families with children has increased by 3.1% since November. The amount of social pensions and allowances, as well as pensions of certain categories of pensioners has increased correspondingly.

Correction Coefficients to Tariff Rates to Increase the Wages of Low-Paid Categories of Workers, Ministry of labour

Since November 1, 2010 Belarus has introduced the new correction coefficients to the tariff rates (salary) of employees of budgetary institutions and other organizations receiving grants, which are equated on wages to workers of budget organizations. This was reported in the main department of labor and wages of the Ministry of Labour and Social Security.

In accordance with Decree № 141, set by Ministry of Labor, first-class tariff rate has increased to Br118 thousand since November 1 (it has set at Br90 thousand since June 1, 2010).

Thus, the correction coefficients to the tariff rate (salary) of employees, calculated in accordance with the first-category tariff rate, established by the Council of Ministers, and coefficients of Unified tariff network of Workers (UTN), have been established in the following sizes: from 1st to 2nd category — 2.862 , from 2nd to 3rd — 2.505, 3rd to 4th- 2.161; from 4th to 5th — 1.877, 5th to 6th  — 1.738 , 6th to 7th — 1.597, 7th to 8th — 1.511; 8th to 9th — 1.429;  9th to 10th — 1.352, 10th to 11th — 1.275; 11th to 12th — 1.204, 12th to 13th — 1.141; 13th to 14th — 1.077; 14th to 15th — 1.030; 15th to 16th — 1.000; 16th to 17th — 0.990; 17th to 18th — 0.980; 18th  to 19th — 0.970; 19th to 20th — 0.965; 20th to 21st  — 0.950; 21st to 22nd — 0.945; 22nd to 23rd — 0.940; 23rd  to 24th — 0.935, 24th to 25th — 0.930; 25th to 26th — 0.925; 26th to 27th — 0.920 ; and to 27th category — 0.915.

Wage rates (salaries) of employees are calculated by multiplying the first-category wage rate, approved by the Government, by the relevant tariff rates UTR and correction coefficients.

The Ministry of Labour and Social Security stressed that the salaries of low paid workers would increase due to the changes in the range of correction factors.
