100 Per Cent Payment of Utility Bills to Be Introduced in Belarus from 2014

From 2014, Belarusians will pay full cost of gas, electricity and hot water. Phased transition from cross-backing of energy tariffs to the population's 100% payment of energy supply costs is provided by the strategy to develop energy potential of Belarus, approved by the government's decision № 1180 on August 9, 2010.

«Energy tariffs must take economic interests of energy producers and consumers into account and create spurs to maximum energy saving at all stages of its production and consumption, to improve the utilization of production capacities», reads the document.

One of the steps to improve tariff policy will be phased elimination of crossed backing in tariffs for energy resources, including for the population, by 2014.

The main stages of cross-backing elimination:

From 2013, there provided the abolition of preferential levels of prices (tariffs) for natural gas and energy for certain legal entities and individual entrepreneurs;

Bringing energy tariffs for the population to 100 per cent cost recovery: for natural gas to prepare food — by 2011, for heating — by 2014; for electric power — by 2013; for heat — by 2014.

Under the document, the increase of prices (tariffs) for energy resources will be implemented step by step during fixed time taking the growth of real incomes into account.

«Until energy market is established, electricity tariffs for all consumer groups remain single in the territory of the Republic», reads the document.

Furthermore, as Telegraf already reported, according to the adopted strategy in coming years it is expected to produce 21 million tons of oil outside of Belarus. At the same time, the document stresses that these figures present an optimistic prognosis of oil production abroad.
