27% of Belarusians Paid Bribes in 2009, Transparency International

Global civil society organization Transparency International published a study on the situation of corruption in the world. According to the survey, 27% of the Belarusian citizens admitted that they had paid bribes over the past 12 months. International human rights activists asserted increase in the level of corruption around the world.

Studies show that most of the bribegivers (33%) cannot explain the reasons for this action. However, 28% admitted that they had given bribes to speed up the process of solving a particular issue, 21% to have a service, and 12% to avoid the problems with authorities.
Almost half of Belarusians believe that the level of corruption in the country over the past three years has not changed, while 27% of respondents believe that it has increased, and 24% of them that it has decreased.

In addition, international analysts in the survey measured the level of corruption in various government institutions. Respondents were asked to estimate the rate on a scale of one to five (one — not corrupt, 5 — very high level of corruption). The officials were acknowledged to be the most corrupt. Their level of corruption was rated at 3.8 points.
According to the Belarusians, the level of corruption of the police (3,6 points) and court (3.4 points) are almost the same. They are followed by the political parties, parliament, business structures, institutions, education (3.2 points), media (3.1 points), military structures and non-governmental organizations (2,9 points), and religious organizations (2,2 points).
It is noteworthy that about 39% of respondents in Belarus are convinced that no one in the country can be trusted to fight corruption. At the same time 35% of Belarusians are willing to entrust it to state officials, 10% to the media, 8% to the international organizations, 5% to the non-governmental organizations and 2% to business structures.
The study was conducted in June-September 2010. The human rights activists interviewed more than 91.5 thousand people in 86 countries. Analysts noted that people around the world recognize the growth of corruption in the past three years. Six of the ten respondents said about that. The worst corruption situation, according to opinion polls, is in Western Europe and North America. 73% and 67% of the respondents said about the corruption growth there.
