In Belarus, there approved a comprehensive program of social services for 2011-2015. This document includes the provision of material assistance to vulnerable population's groups, totaling over 12.7 billion rubles (or 4.2 million dollars). The decision was adopted by the Council of Ministers' decree № 1126.
According to the document’s builders, its implementation will strengthen the system of social protection. About 100 thousand Great Patriotic War veterans, as well as people suffered from wars effects, lonely elderly people, single people with disabilities of Ist and IInd groups will get various social support, reported in the government of Belarus.
During the implementation of the program, financial aid totaling more than 12.7 billion rubles will be provided to disabled people and war veterans, unemployed parents and not remarried wife (husband) of soldiers killed (died) during the Great Patriotic War and on duty military service (service duty). The assistance will be also provided to non-working lonely elderly people and lonely disabled people of Ist and IInd group for the repair of housing, outbuildings, replacement (repair) of equipment, heating, electric wiring, installation (replacement) of autonomous fire alarms and other works. For disabled war veterans it is expected to produce special technical means of social rehabilitation cost145.3 million rubles.
Nursing homes of high comfort to be constructed in Belarus
Under the program, in stationary institutions (through construction of new and re-equipment of existing buildings) there will opened 1.6 thousand places for disabled people. According to the program’s builders, it will allow to eliminate the order for settling, to bring the area of dormitories in accordance with established sanitary standards (seven square meters per person) and to create necessary material and living conditions for residents. It is planned to construct and reconstruct buildings and facilities of nursing homes in Brest and Vitebsk regions, as well as in Minsk.
Moreover, it is planned to establish residential institution of a new kind — nursing homes of small capacity and high comfort, which will provide various stationary social services taking the needs unto account, including services under the terms of payment.
According to program builders’ calculations, return to professional, social and everyday activity of about 20 thousand people, who are fully rehabilitated, and about 12 thousand people with disabilities, who are partly rehabilitated, will allow to achieve significant social and economic effect.
In general, to implement the program there supposed to direct 378.2 billion rubles, including 43.9 billion rubles from the state budget, 248.6 billion from local budgets, 85.7 billion from the Social Security Fund of the Ministry of Labour and Social Protection.
