Belarus Demands Gazprom to Repay Immediately Debt for Gas Transit

The government of Belarus developed a compromise plan of the gas conflict with Russia solving. According to the plan, Gazprom should repay immediately debts for gas transit through the territory of Belarus. This is said in the letter of Council of Ministers signed by the First Deputy Prime Minister Vladimir Semashko and sent to Gazprom.

In turn, Beltransgaz is planned to repay debts for gas delivery at a rate of 187 million dollars, accumulated from the beginning of 2010, till July, 5th. It is also planned to pay in full till June, 23rd for gas, delivered in May, BelTA informs.

If the Russian gas holding continues to reduce volumes of gas delivery to Belarus, the Belarusian party will have to take gas from the transit gas-transport system to meet the national economy and population requirements, the representatives of the Belarusian government stated.

Belarus agreed to pay 184 dollars for gas

In the meantime the First Deputy Minister of Energy of Belarus Eduard Tovpenets confirmed readiness of the Belarusian party to repay a debt for gas till July, 5th and stated that since that moment Minsk would pay for gas not at the last year’s price (150 dollars for one thousand cubic metre — Telegraf), and at the price of the second quarter of this year, which is 184 dollars.

Gazprom itself doesn’t sign acceptance certificates on transit, Department of Energy

The Belarusian Deputy Minister also said that the information divulged by Gazprom through mass-media that the Russian debt for gas transit through Belarus was formed because of Minsk didn’t correspond to the facts.

«The information is thrown in mass-media that… there are supposedly no documents confirming the gas acceptance certificate (by Belarus — Telegraf). It is absolutely not clear: if there is a contract, if there are obligations how it is possible to mislead that there are no such certificates», Deputy Minister of Energy.

According to Eduard Tovpenets, all the certificates of gas acceptance by Belarus were signed by the assistant manager of Beltransgaz, who represented Gazprom. However they were not signed in Moscow, therefore the claims, that gas transit debt of the Russian company was formed because of Belarus, are groundless.
