Belarus Not to Concede to Russia on Oil Duties, Kobyakov

The issue of export duties on Russian oil and petroleum products will not be discussed at the meeting of the Commission of the Customs Union, to be held on June 18 in St. Petersburg. This statement was made in St. Petersburg by Belarus' Deputy Prime Minister, Andrei Kobyakov. According to Belarusian vice-premier, the reason for this is that Russia and Belarus failed to bring closer the positions on the subject, and Minsk will continue to defend its point of view.

In his turn, on June 17 at a briefing in Minsk, the head of information department — spokesman of the Foreign Ministry of Belarus, Andrei Savinykh, stated that Belarus’ position on terms of the Customs Union had not changed, BelTA informs.

«The position of the Belarusian side remains unchanged. We continue negotiating work at all levels and are aimed at finding mutually acceptable solutions», Andrei Savinykh declared. According to the Foreign Ministry, the next meeting of the Commission of the Customs Union will be attended by Belarusian delegation, headed by Andrei Kobyakov

«It is planned to discuss the wide range of issues in the field of customs, tariff, non-tariff and technical regulation, application of sanitary, veterinary and phytosanitary measures, as well as use of special protective, antidumping and countervailing measures in common customs territory», the head of information department of Belarusian Foreign Ministry said.

Furthermore, during the meeting, the Commission will analyse the progress of signing of agreements and other legal acts, which regulate administrative procedures of the Customs Union, including agreement on goods transportation by individuals for personal use, the Foreign Ministry spokesman said.

«During the meeting there will be discussed the results of a test-mode work of a system of inclusion and distribution of customs duties, as well as progress in unification of the issuance of phytosanitary certificates for quarantine products», Andrei Savinykh said.

In addition, during the meeting, special attention will be paid to the transitional period of levying indirect taxes when exporting and importing goods. «The members of the Commission will get the information on progress in implementing the action plan to from common economic space, as well as the draft agenda of the next meeting of the supreme body of the Customs Union at the level of the heads of states», Foreign Ministry spokesman stressed.
