Until July 1, 2014, Belarus and Kazakhstan are exempted from paying duties on imported aircrafts and spare parts. This decision was made by the Commission of the Customs Union. The Customs Union Commission plans to consider the issue to extend the duration of zero duty application and regime of temporary importation no later than July 1, 2013.
According to the commission’s decision, import customs duty are not applied to civilian passenger aircrafts, imported before July 1, 2014 to Belarus and Kazakhstan «in order to use them for international transportation and (or) domestic transportation along the country’s territory, where the importation of goods is carried out, and (or) between country-members of the Customs Union».
Aviation equipment, imported after being repaired outside the CU, as well as aircraft engines, spare parts and equipment needed for repair and maintenance of foreign aircrafts within the CU will be also duty-free, RIA Novosti informs.
Furthermore, Kazakhstan and Belarus will be able to use the mode of temporary import of aircrafts (including the leasing of equipment) with full conventional exemption from customs duties and taxes, except temporary importation of aircrafts with capacity more than 50 and less than 111 seats and more than 160 and less than 219 seats.
Aircrafts can be placed under temporary importation procedure before December 31 2013 no more than for five years (December 31, 2018). The term of temporary importation may be increased to 34 months, however, to such products there applied partial conventional exemption from payment of duties after December 31, 2018.
However, temporary import applied to passenger aircrafts and goods, used for maintenance and repair, may be suspended in case of «placing such goods under the customs procedure of processing on customs territory or under special customs procedure».
The Commission also facilitates the export of aircrafts, engines and spare parts outside the customs territory of the CU for their repair and maintenance, including major repairs and modernization, under the condition of their re-importation not later than in six months.
