According to the decree № 1713 of the Belarusian Council of Ministers, officials may be subjected to disciplinary action for failure of state innovation development program for 2007-2010. The heads of state agencies were ordered to provide comprehensive measures for the unconditional commissioning of facilities at personal liability.
In addition, they should provide access to capacity and performance of working stages of innovation projects in terms of the plans for implementation of innovative development of industries and regions, BelTA informs.
The decree also requires the Deputy Prime Minister in supervised areas to monitor closely the implementation of innovative projects to ensure unconditional fulfillment of tasks of the state program in a timely manner.
In this case, the leaders of the republican bodies of state administration, the National Academy of Sciences of Belarus, regional and Minsk city executive committees, the administration of the High Technology Park, being the customers of the state program, are authorized in the determinate order to bring officials to disciplinary action, up to dismissal from office, for improper execution of official duties, resulted in a failure to provide commissioning of projects in a timely manner. They will also be punished for the unjustified refusal to perform innovative projects of the state program.
In addition, the Council of Ministers amended the plan to implement programs and plans of innovative development of industries and regions. Also, the document included a list of innovative projects that are not commissioned on schedule, a list of innovative projects that do not provide an output at full capacity in a timely manner, as well as a list of innovative projects that do not ensure the deadlines working steps.
28 innovative projects were out commissioning on October 1, 2010: seven of them are in the Ministry of Agriculture, five — in the Group «Bellesbumprom», four — in Minsk Voblast Executive Committee, two both — in the Ministry of Industry and Ministry of Architecture, «Bellegprom», Vitsebsk Voblast Executive Committee, one in- Ministry of Trade, «Belbiofarm,» «Belneftekhim,» Homel Voblast executive committee.
Nine innovative projects were not provided with a full capacity production: two Ministries of Agriculture, «Bellegprom» and Vitsebsk Voblast Executive Committee, Ministry of Agriculture, «Belbiofarm» and Mahileu Voblast executive committee.
There were no measures, taken for the implementation of 40 innovative projects.
