Car Import Duties Still to Grow from July 1, SCC

Deputy Chairman of State Customs Committee of Belarus Sergei Borisiuk said that the recent statements about the possibility to maintain the national rates of customs duties on imported cars for individuals in Belarus after July 1 were not true. 

«Protocol on certain temporary exemptions from the regime of operation of a single customs territory of the Customs Union entered into force for Belarus, Russia and Kazakhstan in the framework of the Customs Union. In accordance with Article 1 of the Protocol, customs duties and taxes on cars and other vehicles, classified with heading 8703 of «Single commodity nomenclature of foreign economic activities of the Customs Union,» established by the legislation of the country, producing such cars, that is, by the legislation of Belarus. July 1, 2011 is the date of exemption,» the official said.

According to him, the size of the customs duties will be registered in Annex 5 of the agreement on the individuals’ movement of goods for personal use across the boundary of the Customs Union, adopted on June 18, 2010, in case of car imports into the territory of the Republic from July 1.

«This annex contains the rates of duties to be paid for the vehicles, imported by individuals,» TTT.BY quotes Sergei Borisiuk.

He noted that the agreement spelled out the fees, with the current rates to be increasing. «To date, work on their revision is not carried out. I brought a list of regulations, governing the issue. It follows that the rates of customs duties, imposed by national legislation of Belarus, are valid up to July 1, 2011,» said the SCC deputy.

He refuted the statements of the Belarusian Automobile Association’s representatives that information on possible changes in customs duties on imported cars for individuals and entities was missing.

«The information is in the existing documents — presidential decree, agreement and protocol on the individual’s provisional withdrawal from operation of a single customs territory of the Customs Union. To date, there are all necessary regulations for the association to plan its activities in Belarus,» says Sergei Borisiuk.

Meanwhile, as Telegraf previously reported, Sergei Borisiuk say they do not exclude the possibility of further customs duties on imported cars for individuals after July 1, 2011.
