Criminal Liability to Be Imposed for Violation of the Decree on Internet

Belarusian Ministry of Communications and Informatization reported that currently in the country there being worked out a draft law which would establish liability for violations of the decree number 60 on the regulation of Internet. In particular, it is planned that the providers will not be responsible for the relevant information mentioned by the client when registering the site.

«In accordance with the fourth paragraph of subparagraph 14.3 of the decree there being worked out a draft law aimed at improving the administrative, criminal or other liability for the decree violation, other legislative acts in the sphere of the national segment of Internet», told in the Ministry of Communications.

As explained in the ministry, to the date the responsibility for the information relevance has not been established. «However, in accordance with common practice, the responsibility for inaccurate information is imposed on a person who provides it», the ministry noted.

Moreover, the Ministry of Communications and Informatization issued an explanation to the decree number 60, as well as to the Council of Ministers’ decree № 644 on Internet regulation, which can be found on the official website of the ministry.

Meanwhile, as Telegraf previously reported, a group of Belarusian Internet users sent an open letter to the president of Belarus, in which they pointed to the «weaknesses» of the decree on the Internet № 60 signed on February 1, this year. The letter’s author, Andrei Podlubny, requests Alexander Lukashenko «to take into account the short-and long-term economic losses, which will be caused by the document».
