Directive № 4 "On the development of entrepreneurship and stimulating business activity in Belarus" aims to remove additional administrative barriers at the local level. This was announced by Deputy Economy Minister Andrei Tur on December 4.
As explained by the deputy head of the Ministry of Economy, the directive does not allow establishing administrative procedures, not covered by laws, international treaties, decisions of the president or at least government in respect of legal persons and individual entrepreneurs. Other organs of state power are now deprived of this right, BelTA informs.
Andrei Tur also said that under Directive № 4, the load of pension insurance will be redistributed between employers and employees in Belarus. «All this work will be carried out within the framework of a harmonized tax system. The tax system must be sufficiently transparent and simplified, which will allow redistribution in the tax payment to the fund of Social Security,» Deputy Minister of Economy said.
Andrei Tur also remarks that mikroorganizations, applying the simplified taxation system practically, will be able to use simplified accounting. In turn, the simplified tax system will be possible when using the size of gross revenues up to Br12 billion.
Entrepreneurs Need to Leave Institution of Rent, Tur
Directive № 4 also provides for a gradual withdrawal from the lease in an enterprise. According to Andrei Tur, the institution of rent as such will be relevant in the housing market, but not in the sphere of production, goods and services.
Deputy Economy Minister considers that the entrepreneurs should give up renting and get the areas, needed for work, in property. «This is the spirit of the Directive, enabling entrepreneurs have all the conditions for the development of private ownership and initiative,» Andrei Tur said.
In addition, the directive provides for the protection and development of private property, including through the impossibility to confiscate entrepreneurs’ property. In general, the document aims at developing all forms of ownership. According to Andrei Tur, this is a necessary condition for the forming of the middle class, «effective owner at all levels.»
