Finance Ministry Denies Reports of Debt Non-Repayment to Russia

Ministry of Finance of the Republic of Belarus denies reports that Belarus hasn't returned RUB1.5 billion, allocated from the budget of the Union State, to Russia. The ministry said that, as a sovereign borrower, Belarus had never received loans from the Federal budget. According to the Treasury, the money was allocated to the programs, related to the law enforcement in the Union State. 

As told in the Finance Ministry, RUB1.5 billion from the Union State budget was allocated in 2009. In 2010, the disbursement of funds on the mentioned program was 93.3%, BelaPAN.

Meanwhile, it was previously reported that the Audit Chamber of Russia and Belarus’ State Control Committee requested the Government of the Union State to provide a RUB1.5 billion return of budget credits. This was stated by the head of Russia’s Audit Chamber, Sergei Stepashin, at the end of the joint meeting of boards of control agencies of Belarus and Russia in Moscow on February 7, RIA «Novosti» news agency.

According to Sergei Stepashin, these loans were allocated for the implementation of four major programs of the Union State. However, he says, these programs have not been realized to the end and the remaining funds have not yet returned.

The head of Russia’s Audit Chamber also stated that, according to the control authorities of both countries, the situation with the development budget of the Union State had improved only in 2010 with the budget, drawn by 95%.
