Free Wi-Fi Not to Disappear in Belarus, IAC

Head of Intelligence and Analysis Center (IAC) under the President of Belarus, Alexander Gorbach, stated that in the light of the President's decree № 60 "On measures to improve the use of the national segment of Internet" cafes and restaurants in the Republic, which offer free wireless services to their visitors, would not be considered as providers of Internet services.

«Nevertheless, there may be two options», Alexander Gorbach explained during online conference on BelTA web-site.

«Either cafe or restaurant as legal entity obtains a license issued by Ministry of Communications to provide telecommunications services, and in this case they may provide these services on its behalf and will be considered as usual provider of Internet services. Or the provider of Internet services, who places the Wi- Fi access point in cafes or restaurants, meet the requirements set forth in the decree № 60», Alexander Gorbach said.

According to the head of IAC, «provider of Internet service is a legal entity or individual entrepreneur, who provides services of companies and individuals’ access to Internet and performs placement of information, its transfer, storage and identification in the network».

In fact, they primarily include ISPs, hosting providers, as well as other individuals and legal entities and entrepreneurs who provide such services.
