Till June 10, the representatives of Belarusian Internet business will agree on a final text of the address to the presidential administration and government on the amendments to the decree number 60. The sense of Internet business' proposals to adjust the new law is conveyed in five main points.
At first, business community representatives are not satisfied with the decree requirement that legal entities, working in Internet, must use only information networks, systems and resources of the national segment of Internet, located on the territory of the Republic of Belarus, electroname.com informs.
According to businessmen, an establishment of such rigid frames is unacceptable in today’s diversity of technology and speed of Internet development and definitely leads innovative projects to be in shadow. Business community considers such claims acceptable only for web-sites of state institutions, organizations and state-owned enterprises.
Stimulation of the use of information networks, systems and resources of the national segment of Internet, located on the territory of Belarus, must be carried out through traffic’s reduction in price, business representatives believe.
Moreover, Belarusian Internet-business calls on the authorities to cancel the registration of individuals’ web-sites and to register legal entities’ Internet web-sites on application principle. The responsibility for data adequacy when registering a web-site is entirely borne by its owner, the address authors stress.
Also, the thing which does not suit the business is complexity of site registration procedure and a large number of points in the questionnaire. They propose to simplify it, for example, by linking site registration with taxpayer number.
In conclusion, the business community calls to eliminate norms’ contradiction between the decree №60, which requires only mandatory identification of subscriber devices, and government regulations concerning the compulsory identification of users that actually introduces a ban on public Wi-Fi points.
