Shortcomings in the implementation of social standards are caused with the inefficient work of local authorities. Some gaps in this area are due to lack of funding, but the major part are due to the attitude of local authorities. This point of view was expressed by the chairman of the State Control Committee Zenon Lomat at a meeting of the Vitsebsk Voblast executive committee on September 24.
The system of state social standards includes 44 standards connected with various areas, including housing and utilities, education, health, culture, transport, the chairman of the SCC reminded. On behalf of the president, the regulators examined the situation with the implementation of social standards. 42 districts and three cities were inspected, BelTA informs.
Zenon Lomat said that most often people complained about non-performance of water and heating standards. The issues of agro-towns improvement and improved streets surface are still not solved. Noting the availability of commercial space, the chairman of the SCC drew attention to the problems with quality of goods sold, primarily in rural areas.
Zenon Lomat is confident that the average data should not be used, while implementing the social standards. «We should pay attention not to the averages indicators, and to implemention of the standards in a particular village, so that people could benefit from each standard», the chairman of the SCC said.
We should proceed from the position of a person, not an official, Kosinets
The results of verification and analytical measures for the implementation of social standards in the region were reviewed at the meeting of the Executive Committee. SCC and the Commission of the Voblast Executive Committee revealed the shortcomings in the city and raion executive committees, regional and local services to ensure social standards.
In particular, the housing sector standards to ensure water for at least 50% of dwellers of agricultural settlements and to provide improved streets surface are not carried out. The norms for domestic heating, hot water temperature and its submission timetable are violated. In cultural sphere the standards of clubs rigging with stationary video facilities are not met in the agricultural settlements of Ushachy and Beshankovichy raions. In the health sector there is a lack of general practitioners in Dubrouna and Liozna Raions.
Chairman of the Vitsebsk Voblast executive committee Alexander Kosinets stressed that social standards was a level, which is to be overcome. In this regard, the governor requested for each raion to schedule identified during the audit deficiencies, and to provide funds in the regional budget in 2011 for the implementation of the standards. «Implementing the standards we should proceed from the position of a person, not an official», Alexander Kosinets said.
