Lukashenko Promises to Check Strictly the Liberalization Results

President of Belarus, Alexander Lukashenko, stated that in the next six months, it's necessary to check strictly the effectiveness of the declared country's economic liberalization. As the head of state noted at the meeting with students and professors of Mogilev universities, in this regard the authorities of Belarus "made the unprecedented decision".

According to Belarusian leader, the essence of liberalization is to «provide an opportunity for a person to take the initiative: to be able to register his company quickly and begin to produce goods and services», BelTA informs. «Even western experts say that in Belarus, this process is much more efficient than in other countries», Alexander Lukashenko stressed.

The president of Belarus declared that recently the authorities have succeeded in eradicating pre-existing burdensome bureaucratic system, «at least at the legislative level».

«If the liberalization measures slow the executive branch, slow it at the lower levels (regional executive committees, district executive committee, city executive committee), then  they must be prepared for that in the next six months we’ll fundamentally analyze the situation, and we’ll check and made toughest decision», the head of state warned.

However, Belarusian leader stressed once again that «some representatives of foreign states» would not make profits from the announced country’s liberalization. «I have brought everybody down a peg or two: if someone thinks that liberalization means to cut everything and hand it, he is mistaken», the president of Belarus said.

Belarus needs a breakthrough in all areas, Lukashenko

According to Alexander Lukashenko, with the successful implementation of liberalization measures Belarus’ economy will be able to achieve «dynamic breakthrough in the development of all areas». «The basis of this breakthrough should be: the liberalization of economy, innovation, social responsibility and business initiatives», the head of state said.

«You can ask me: if everything is so good, why Belarus does not have the same standard of living as in Western Europe? We have not it yet. You must remember how many years Britain, France or Germany went to their heights. The centuries. And the history of modern independent Belarus counts less than two decades. Now compare: what we have been able to overcome in such a short period of time, what results we have», Belarusian leader addressed the audience.

Making salaries grow up to 500 dollars will be beyond the agreement with the IMF, Lukashenko

The president thanked the International Monetary Fund for a loan provided for the country in crisis time, but he stated that he does not plan the new borrowing from the IMF soon. According to Alexander Lukashenko, through arrangements with the Fund the authorities had to curb the wages growth, but in future it would not occur.

«And receiving the prime minister with the report recently, I recalled that we had not too much time to get close to the average salary of 500 dollars through the country. No matter what but we are to fulfill our obligations towards the people till 2010 ends and report before the All-Belarusian People’s Assembly — the crises are not taken into account. But it will be beyond our agreements with the IMF, which we were clearly executing», the head of state said.

«The IMF representatives came to our country and say once again: let’s carry on the negotiations, we are ready to lend to you because you have been the most honest government — you have done everything promised. But we say: if you put forth the same conditions that were last time, we can not meet them. For me, as I’m the president, the most important are the people and their welfare. They know it. And today we are engaged in dialogue with them, we are negotiating. And I am sure we will agree on very favorable terms», Belarusian leader said.

The president of Belarus stressed that the money received from the IMF «have not been wasted». «We did not use them to pay salaries, and even for the growth of production», Alexander Lukashenko noted and explained that all these funds stay in the country’s reserve, in the National Bank.
