Lukashenko Promises to Avoid Confrontation Among the Security Services

On June 15, at a meeting on improving the work of inter-governmental bodies ensuring the security of Belarus Alexander Lukashenko promised to avoid the "confrontation among security services and shakedown on special forces". "It must be confessed: competition is a great thing, which brings good results", the President said.

Belarusian leader explained that in certain time when creating special units in the country’ security agencies, he considered it necessary to have them several. «Not because we could not create one or two powerful, but because they must be mobile first of all», Alexander Lukashenko said.
 
Despite the competition among intelligence agencies, in difficult times they should act in a united way and perform common task, the president added, BelTA informs. Moreover, according to the head of state, now in Belarus at the legislative level there work out the system to respond to extremist actions. «To improve the efficiency of its functioning is an urgent task», Alexander Lukashenko stressed.

The president of Belarus also pointed out that recently he had to speak about the issue of combating terrorism. «Although the republic has averted this disaster, however it must be noted that radical forces to achieve their political objectives at both global and regional levels are often implementing murderous extremist methods», Belarusian leader emphasized.

«It is an evil, rapidly spreading on the planet, today it is near the borders of our state», the president said. «Its evidences are the recent terrorist acts in Moscow. We have no right to weaken human security facing such threats, relying on the stability of socio-political situation in Belarus».

Special forces will receive the world’s best models of military weapons, Lukashenko

Speaking of terrorism, Alexander Lukashenko stressed that Belarusian special forces must be able to respond to seizure of hostages or terrorist attack.

«Belarusian special forces must be able to do everything needed in the modern world in order to adequately respond to the seizure of hostages or terrorist act. The activity of special units will be paid serious attention, they will be supported, but, accordingly, there will be demand», the head of state stressed.

The head of state also declared that if earlier the special units felt the shortage of weapons and special means, today they have everything. «But there are the world’s best models, we know it, and you will definitely get the best. All this must be aimed at protection of our country and our people», the president said.

According to Alexander Lukashenko, in Belarus there has been done a lot to special forces to be at a decent level. «The people are coming from all countries, even from the developed, to learn anti-terrorist work and implementation of special activity», Belarusian leader said.

Belarusian leader emphasized that it’s required constant work to optimize and improve the national response system to terrorism, to integrate it with relevant international actors. There also needed unified strategic vision and concrete actions for its realization, the president added.

Alexander Lukashenko recalled that in 2008 under his direction there was inspected the performance of special units of the KGB, Interior Ministry, State Border Committee and Ministry of Defense. «Its results showed that these units are capable of solving complex tasks. But at the same time there were identified «bottlenecks» associated with the need to adjust the legal status of these structures, improve their teaching and training facilities, equipment with modern weapons and special means, social protection of employees», the president said.

«But the main thing is that there were revealed shortcomings of specialized units interaction in solving common problems. In carrying out my orders, given basing on the checks, a lot has been done. But there are still enough unresolved issues», Alexander Lukashenko said.

Belarusian leader also stressed the need to work out clear mechanism of counter-terrorist activities’ interagency coordination of power structures in general and their special units in particular. «In current circumstances, we can not admit the dispersion of forces and means», Alexander Lukashenko said. «We created these structures in several law enforcement agencies, not because we have nothing to do with the money, but to be prepared for an appropriate response to modern challenges of extremism».
