Lukashenko Signed Decree on Pricing Liberalization

Belarus will liberalize pricing from March 1, 2011 in order to reduce the scope of state regulation of prices and tariffs. The corresponding decree № 72 "On some issues of regulation of prices (tariffs) in the Republic of Belarus" was signed by President of Belarus Alexander Lukashenko on February 25.

«The decree provides for the preservation of state regulation of prices (tariffs) for selected commodities (works, services), being most important for ensuring economic security, the production of monopoly organizations, as well as for socially important goods (services),» told in the Administration of Alexander Lukashenko.

A specific list of goods (works, services) under government regulation of prices and tariffs was also identified in connection with the document. In addition, there were identified bodies of state administration with management functions.

The Administration of the Head of State noted that «prices (tariffs) for goods (works, services), not included in the controlled list, will be formed by the subjects of entrepreneurial activity, taking into account market conditions.»

The decree abolishes the limit index of selling prices’ (tariffs) changes for goods (works, services), produced in the territory of Belarus, which were previously set by the government. According to the decree, the registration of these prices (tariffs) is being canceled.

Also, the signed document eliminates the need to view economic calculations by legal entities and individual entrepreneurs in determining the level of applied prices (tariffs), except the controlled ones.

Cancelation of those standards has necessitated changes in the composition of administrative violations in the pricing area,» noted the President’s Administration. According to the document, an individual entrepreneur or legal entity’s excess of the established limit index changes of selling prices (tariffs) for goods (works, services) for their implementation without prices’ (tariffs) registration will not be considered as the offence.

In line with these changes in the composition of administrative violations in the pricing area there will be made appropriate adjustments to the Code of Administrative Offences and Procedural-Executive Code of Administrative Offences, noted the administration of Alexander Lukashenko.

The decree comes into force on March 1, 2011.
