MIA Plans to Halve the Number of Not Permitted to Leave the Country

The Ministry of Internal Affairs expects that in the nearest future the number of Belarusian citizens — who are not permitted to travel abroad — will be halved. According to head of department of passport work and abroad travels of Migration Department of Internal Ministry, Dmitry Levchenko, it will be possible thanks to entry into force of the law on the entry of Belarusians in the country and their departure from Belarus.

Law «On procedure of exit the Republic of Belarus and entry to the Republic of Belarus for citizens of the Republic of Belarus» will enter into force on March 30 and will establish more democratic procedure of citizens’ inclusion into databank of not permitted to travel abroad — which now contains information about 125 thousand Belarusians, said representative of Interior Ministry.

In particular, Dmitry Levchenko explained that from March 30 there will be a separate decision taken for each of currently included in the database automatically suspected or accused of criminal offenses, convicted, evading military conscription activities and so on, informs BelTA.

Also those citizens, who possess information constituting state secrets, as well as those, who marked as debtors in bankruptcy, will not be allowed to leave after March 30.

At the same time, the citizens traveling abroad for medical treatment or funeral of close relative, as well as in some other circumstance, will be temporarily excluded from the list.

The institutions taking decision to restrict the right to travel abroad — such as courts, enlistment offices and other departments — will be required to notify a person, who’s got in this databank, within one day after listing.

«New law implements one of the fundamental constitutional principles — a person can not be denied the right to leave, but this right may be limited», said Dmitry Levchenko.
