No Decisions About Websites Blocking Yet, Bastunets

Lawyer of "Belarusian Association of Journalists", Andrei Bastunets, reported that to date the government had not yet decided on the possibility to block web-sites at the users' request. "This decree — most worried for me — has not appeared yet, at least in the public sphere", the expert said.

According to the deputy chairman of the BAJ, the decision must be also taken not by the Council of Ministers but by the Ministry of Communications and Informatization and Operational and Analysis Centre under the President of the Republic of Belarus, Euramost.org informs.

«No decisions have been made public about e-commerce, registration of Internet resources, Internet resources of government institutions and so on», Andrei Bastunets recalled.

According to the lawyer, the most commented was the Council of Ministers Decree № 644 on April 29, «On some issues to improve the use of national segment of the global computer network Internet», which relates to the registration of information networks, systems and resources of national segment of the Internet, located on the territory of Belarus.

«The terms used in all acts — in the enactment, presidential decree № 60 — were not 100% clear for an ordinary user», Andrei Bastunets said. «So, there arose a feeling that every Internet resource, site and even the user of e-mail should be registered in Ministry of Communications and Informatization».

According to the deputy chairman of the BAJ, it is not true and it is that ISPs should provide an information on those who work with them to the registering authority. «This is a huge workload on the resources engaged in the provision of Internet services, providers, hosting and so on. The information about them is given by those who provide this work», Andrei Bastunets stated.
