NPP to Cost Belarus $9.3 Billion, the Council of Ministers

The Strategy for the development of energy potential of the Republic of Belarus for 2010-2020, approved by the government, presupposes that NPP construction will cost $9.3 billion. In general, to finance the development of energy potential of Belarus in 2011-2020 there will be sent not less than $45.9 billion.

«The most important instrument to implement the strategy is the development and execution of state programs. The program funding will be performed by means of state support, private and public-private partnership, including through foreign borrowings from international financial organizations and national banking structures», reads the document.

The government plans to repay foreign loans by its own expense, from innovation fund and budget means of the Ministry of Energy in case if energy-efficient organizations to carry out their work in conditions of lack of funds to ensure self-financing, including fort he implementation of investment program.

Expected amount of attracted funds in electricity are estimated at up to $1 billion per year.

In order to finance investment projects in oil refining industry there will be attracted credit resources of the leading European banks of Austria, France, Czech Republic and China, stated in the Council of Ministers. The volume of foreign loans to execute the programs to develop oil refineries of the Republic would reach more than $1 billion.

For effective implementation of structural reforms in fuel-energy complex on the principles of private or public-private partnership, it is necessary to continue improving the pricing and tariff policy in the sphere of energy resources, the strategy authors believe.
