Parliament Does Not Include Elections in Extraordinary Session's Agenda

In Minsk on September 7 there began its work the fifth extraordinary session of the House of Representatives of the National Assembly of Belarus. As the chairman of the House of Representatives, Vladimir Andreichenko, stated, it was convened for the rapid adoption of documents in fiscal and tax spheres. The parliament did not include the appointment of the date for presidential elections in the agenda.

According to the speaker of Belarusian parliament, bills scheduled for consideration by MPs, are essential for sustainable development of Belarus. «They are aimed to create appropriate conditions for the growth of the welfare of Belarusian citizens, as well as will significantly change business environment in the country», the speaker stressed.

Vladimir Andreichenko reminded that, according to the instruction of the president of Belarus, such documents should take effect not earlier than in three months from the date of signing. This time is given to that economic entities and citizens get ready to work in new environment, and government agencies to make subordinate acts comply with accepted standards.

«Innovative nature of the bills listed in the agenda is the result of activity to improve the legislation aimed at neutralizing negative effects of the global financial crisis, modernization of national economy, stimulating investment and business activity in the country», Vladimir Andreichenko stated.

Thus, according to the speaker, the amendments to the Tax Code are aimed at not only further simplification of tax system, but also at reduction of tax burden on enterprises. For example, they plan to reduce significantly the number of payments, simplify the procedures for their collection. Furthermore, according to Vladimir Andreichenko, the Code’s content will be more accessible and easily understandable not only for professionals but also for ordinary citizens.

In addition, as the chairman of the House of Representatives explained, at the extraordinary session of the parliament they are to discuss the draft national budget for 2011. As Vladimir Andreichenko said, it included two strategic objectives: to support the real sector of economy (in particular, in the sphere of innovations) and to maintain the social orientation of the budget and the current level of social standards.

In general, draft laws, to be studied by MPs, are aimed to give new impetus for intensive development of a competitive economy and improve the level and quality of life, Vladimir Andreichenko stressed.
