PGO Identified Violations of Detention Conditions

As a result of inspections in prison camps and detention centers, the representatives of the Prosecutor General's Office of Belarus revealed various violations of the detention conditions. This was stated by Deputy Prosecutor General Aleksei Stuk on April 20.

According to the representative of the Prosecutor General, the norms of living space per person are not obsereved in some prison camps and detention centers. Aleksei Stuk stressed that the problem with the overflow is a problem of individual agencies, rather than the penal system as a whole. Thus, the problem is particularly acute in the colonies № 8, 9, 11, but the MIA Department of Corrections, according to the Prosecutor General’s representative, «is trying to resolve this situation,» BelTA.

The prosecutor’s check has also revealed violations of fire safety rules, the facts of delayed provision of the convicted with clothing allowance, as well as the presence of three-storey bunk beds instead of the two-storey ones. Aleksei Stuk has also said that not all institutions have the required number of rooms for meetings, as well as the problem with the shortage of doctors and excessive use of markup.

Deputy Prosecutor General has also informed about the facts of unreasonable early discharge of the sentenced from the colonies by the administration, which, according to Prosecutor General’s Office, has a negative impact on the prevention of recidivism. At the same time Aleksei Stuk has noted that the number of persons released from correctional facilities was reduced due to the tightening of criteria for selecting candidates for early release. If there were more than 4.8 thousand released from detention in 2009, there were about 2.8 thousand people in 2010.
