Refineries Asking to Cancel Mandatory Sale of Foreign Currency Proceeds

Belarusian refineries appealed to the Council of Ministers of Belarus for canceling the mandatory sale of 30% of foreign exchange earnings. Administration of enterprises refer to a financial situation, triggered by world oil prices' increase, as well as to the changes in the conditions of Russian oil imports, because it included a high premium price for Russian oil workers in 2011.

In addition, refineries are dissatisfied with a decrease in the profitability of exports of petroleum products due to the lag of the export prices of petroleum products from raw material prices and unprofitable sales growth of fuel inside the country. According to the source in the profile department, refineries operated at a loss in January-March, PRIME-TASS.

«The situation is compounded by the fact that because of skyrocketing oil prices, refineries need more currency, bought at the market rate, to pay for imported raw materials,» said the source.

According to the National Statistics Committee, a net loss of oil refining industry of Belarus for the first two months of 2011 totaled Br228.8 billion ($ 76.24 million), which was observed in all three organizations working in the industry.

Profitability of sold products, works and services of these enterprises amounted to minus 5.4% and the return on sales — minus 4.6% in January-February.
