Russia's Central Bank recommends Russian banks check carefully the trade W.B. (TWB), issued by shippers in Belarus, because of the recent upsurge of remittances made by Russian residents to the accounts of persons who are not residents of Belarus. It is stated in a letter of RCB on June 11, 2010 № 83-T.
According to Central Bank of the Russian Federation, the transactions are made on foreign trade contracts, which are used to import goods into the territory of Russia from the territory of Belarus, PRIME-TASS informs.
As supporting documents, the residents provide TWB to the authorized Russia’s banks, made by shippers in the territory of Belarus, which are under the doubts on their authenticity, reads the letter.
In this regard, Russia’s Central Bank to verify the reliability of submitted TWBs recommends the banks to be guided by electronic databank of the manufactured and sold forms of primary registration documents and check marks (the information about them is publicly available on the web-site blank.bisc.by).
The Central Bank of Russia recalls that in accordance with the legislation of Belarus, TWB forms are the forms of strict accountancy, sold by organizations and individual entrepreneurs for non-cash payments and banned to be transferred from one organization and individual entrepreneur to another.
Moreover, the RCB recommends the banks, if they discovered the facts of providing the TWBs by the residents, in respect of which there are doubts about their authenticity, to sent the information on such transactions to the authorized institution in cases stipulated by the paragraph 3 of article 7 of the Federal Law № 115-FZ, as well as to apply the measures recommended in a letter of the Central Bank of Russia on April 27, 2007 № 60-T.
