Russia Proposes Nothing for Oil Duties, Justice Ministry of Belarus

Justice Ministry of Belarus has not yet received from the Russian side any proposals for oil duties. "We expect that such information will be available as soon as possible, so that on the eve of the next meeting of the CIS Economic Court the parties could inform the court on the outcome of the implementation of its decision on 7 September 2010", reported in the Ministry of Justice.

According to the Justice Ministry, the Belarusian side has taken some steps to implement the recent decision of the court. Immediately after the hearing on the initiative of Belarus the representatives of the country met with the plenipotentiaries of Russia. It was agreed that at the initial stage the Russian side would consider the possibility of creating an enabling environment to find amicable solution to the problem.
On September 22 the Justice Ministry of Belarus as a representative of the Belarusian government in court asked the Russian Ministry of Justice to inform in the court on the specific proposals of the Russian government to settle the question of deliveries of Russian oil to Belarus .
Simultaneously, the Justice Ministry of Belarus sent to the court the opinion of the Department of International Law and the Department of Private International and European Law of the Belarusian State University, as well as the conclusion of the Institute of Law of Ukraine, confirming the validity of the position of the Belarusian government in the dispute.
As Telegraf informed, on September 7, 2010 the CIS Economic Court did not consider on the merits the claim of Belarus to Russia on the illegality of levying duties on oil products, since Russia has declared desire to consider the dispute out of the court. The Russian side requested to give its the opportunity for further conciliation with the Belarusian side. The court adjourned the hearing until October 7, 2010.
