State Control Committee to Strengthen the Fight against "Low" Salaries

Chairman of the State Control Committee (SCC), Zenon Lomat, reported to the President of Belarus on the results of the committee's activity in the first half of 2010. Alexander Lukashenko instructed the SCC to realize constant monitoring of wages payment in conjunction with the Ministry of Taxes and Duties, the Ministry of Labour and Social Protection, other government agencies.

According to the chairman of the SCC, during the checks there found 400 economic entities, where employees are paid «in envelopes». Against these companies there filed 11 criminal cases. For example, the head of one of such private entities paid wages «in envelope» of 160 million rubles (about 54 thousand dollars), and the state failed to get more than 50 million rubles because of taxes non-payment, informed in the press service of the head of state.

Zenon Lomat noted that to the date in Minsk there were more than 20 organizations, where the average wage of workers was less than 200 thousand rubles, there were more than 140 such entities in Minsk region. According to the chairman of the SCC, soon there will be created a special commission, which to study this situation in details.

Firstly, operational checks will be conducted in organizations without departmental subordination, where the wages are less than 400 thousand rubles. Zenon Lomat also stressed that this work would be continuously carried out.

Belgospischeprom does not perform set tasks, Lomat

The head of control committee also reported about the checks of Belgospischeprom concern. It turned out that the concern does not perform basic tasks entrusted by relevant presidential decree. For example, from 14 indicators of social-economic development’s forecast in the first half of the year, five are failed to perform. The concern’s enterprises failed to perform six from ten orders to comply with the terms of state support grant of 118 billion rubles. From ten orders of the head of state to develop the brewing sector of the country, only two are performed by the concern.

In general, according to the SCC chairman, despite the fact that in last year there was introduced a moratorium on verification activities, their number has increased slightly this year, and its efficiency has increased. Zenon Lomat stressed that the committee considered all criticism of the head of state and intended to carry out the checks systematically and in large scale, working closely with other government agencies.
