State Property Committee Calls upon Private Business to Buy up Lands

State Property Committee of Belarus calls upon private companies to buy more actively lands in private ownership. The committee noted that the residents of Belarus, who have their own capital structures, don't have to wait for the rise of the land cadastral value.

«As a profitable investment, land acquisition enables its owner not just to sell and exchange their plots, but also the right to make other deals. In particular, they may let land on lease or grant as collateral for obligations under a credit agreement with Bank», the State Property Committee reported.
As of today, according to the Committee, in Belarus only two non-governmental legal persons has land in private ownership. This is a foreign limited liability company «Orel Properties four», which in March 2010 by a presidential decree got an area of more than 5.7 hectares for the design, construction and operation of a multifunctional complex in Minsk.
Also this summer, Agrostroy purchased a plot of land of 5.6 hectares in Baranavichy district.
However, Evgeny Kapchan, the head of the SPC department of land management and state control on protection and land use, noted that land purchase and sale of there is not active  in Belarus at present. At the same time, in accordance with the Code of Belarus on the ground, which operates from 1 January 2009, you can buy land on the cadastral value without the auction, but having the possibility of installment payment up to two years.
According to the Code, nonstate entities may purchase land for the maintenance of their right of ownership of capital structures (buildings, structures) located on these sites.
Local authorities do not provide information about the sale of land, expert
«However, some market participants simply do not guess or do not know what they can buy the land. Perhaps there is no activity because there is no awareness on the part of local authorities, who carry out the sale of land,» the SPC representative said.
Moreover, foreign companies in Belarus may also buy a plot of land, BelTA informs. «They would be too willing to buy land to protect their investments. There are no obstacle for that. They should just be the residents of Belarus, that is, they should just be registered,» Evgeny Kapchan said.
Executive committees to get plans on lands privatization, expert
To enhance this process, Property Committee has prepared plans for Voblasts and Minsk city executive committee on raising funds from the privatization of land. «We decided to provide them with the plans for 2010 and 2011. They will be approved by resolution of the Council of Ministers. We bring to the executive committees a plan for a certain amount, they must bring in 2010-2011 from the privatization of land,» Evgeny Kapchan said.
The representative of the State Property Committee also explained that now all the questions about the sale of the lands settled in the executive committees, without requiring the consent of the president of Belarus, as it was before.
Evgeny Kapchan said that each five years the government reassesses the value of the land and claim its new cadastral value. Thus, in Minsk Voblast revaluation of land was held in 2007, respectively, in two years this process will again be implemented.»The price of land always goes upward, so in 2012 the land will cost more,» the expert said.
In this regard, the head of Land Department recommended the private companies not to pull with the purchase of land, because «tomorrow the price of land will not lower».
