Taxes Cancellation in Belarus Does Not Reduce Tax Burden, Kobyakov

Despite the fact that recently in Belarus there have been canceled a significant number of taxes, it does not substantially reduce the tax burden, Deputy Prime Minister, Andrei Kobyakov, said at a meeting of Presidium of the Council of Ministers.

In the latest World Bank’s Doing Business report, Belarus got the last 183rd place in terms of «taxation». And it happened despite that over the past couple of years in the country there have implemented 57 system measures to simplify the tax system, and tax burden has been reduced by more than 4.7%.

In this regard, at a meeting, related to Belarus’ entering thirty countries with the most favorable business conditions, the Vice-Premier said that «it happens because of the fact that when cancelling some taxes, tax base on others increases, revenue part of the budget is filled». «As a result, the position in the ranking does not change», deputy head of the government noted.

In addition, adopted measures in the filed of tax policy are taken into account by the World Bank with a lag of one year. «Accordingly, the change of tax legislation, came into force in Belarus on January 1, 2010, will be counted basing on results of full financial year in 2011 during the preparation of Doing business report in 2012 and will not be included in Doing business 2011 report», Andrei Kobyakov said.

According to Vice Prime Minister, Belarus reaching 70th place in rating on taxation can be considered as good result. «Leading European countries with developed system of state protection are below the 70th place in this rating: Germany — 71st, Austria — 102nd, Italy-135th.

Problem indicators on doing business are international trade, where Belarus is 129th, and lending — 113th.
