At the meeting on development of the building sector of Belarus the president of the country Alexander Lukashenko stated his discontent with return from work of the building complex of Belarus. "The monstrous laxity reigns in the building sector, starting with projecting of the buildings and finishing with their start-up. That did not allowed to have an ordinary budget of building sector. It is impermissible ", the head of the state emphasized.
According to the Belarusian leader, following the results of 2009 the volume of export of building services reduced by 36,6 % in comparison with 2008, having constituted just 76,9 million dollars, BelTA informs.
«In the next years it is necessary to increase export of building services greatly. Thus the means expended by the building organizations are low in comparison with the prices which the building sector had recently. It was the main a source of earnings in the building organizations», Alexander Lukashenko demanded of the chiefs of branch.
Alexander Lukashenko also reminded that two years ago he ordered to accept in Belarus European norms of designing and building standards till the end of 2009.
«That order was given, because a lot of businessmen used to come to me and complained on the building norms of the XX-th or even XIX-th century. Till when will we thump spare money in building? In this reason we can not be guided by our neighbours. The same people told me during Minsk-Arena construction», the president declared.
«And where the members of the government were when I gave that order? They didn’t hear that, did they? And, it appears, the orders of the head of the state are again necessary today to gather, discuss and accept at last those advanced norms which the world have already used for a long time», Alexander Lukashenko said indignantly.
«It is good that in Venezuela we have not started to build the houses with huge thickness of a wall, that is cold-resistant in Belarus weather conditions. It is good that there we understood what to do and have not started to design buildings as we do at home», the Belarusian leader emphasized.
We has not learnt to build fast, cheaply and qualitatively, Lukashenko
According to the head of the state, it is necessary to recognize that still there is no return from work of a building complex of Belarus proportionate to committed facilities. «We cannot say that we have learnt to build fast, cheaply and qualitatively», the president said.
The Belarus leader reminded that «in a time of crisis Belarus has counted on a building complex so that it like a locomotive was able to pull behind itself all the economy». «These tactics has already brought certain advantages», the head of the state said.
At the same time, according to Alexander Lukashenko, many errors are made at designing of building objects, too big means are expended on payment of their improvement, terms of introduction of housing accommodation in operation are tightened, there is an unjustified rise in price of housing accommodation.
«Objects on which all necessary works haven’t been fulfilled are often implemented. A lot of them are not ready to normal operation because of such problems. The number of unconstructed buildings is huge», the Belarusian leader told.
The president also has paid attention that «the branch potential is badly used for increasing export of construction materials and services». «By the way, we are able to do this not worse, than the other world companies. We are able to design and build according to the world standards. But you start building abroad only when you feel a very sharp pitchfork in your backs», Alexander Lukashenko has emphasized.
I’d like to examine how fairly the members of the government work, Lukashenko
At the meeting the president also emphasized that he wants to know what «is really made on acceptance of the European standards, geographical expansion, increasing the volume of export of the Belarus services and attraction of foreign investments into building sector of Belarus».
Alexander Lukashenko established that in total amount of the civil and erecting works executed in the country, the organization, subordinated to the ministry of architecture and building, constitute some percent. «Where are your building organizations? Where did you have hide them?», the Belarusian leader asked. He also took an interest on what is done on coordination of work of other building organizations.
The head of the state has especially emphasized that building of housing accommodation for indigent people is still an urgent problem. «What is done to make it more accessible? I ask not only the minister, but also the chairman of National Bank board of directors and representatives of the local authorities», Alexander Lukashenko said.
«I would like, that not only the minister of architecture, but also the prime minister and other members of the government have reported on performance of all those orders I gave. Starting with a construction of roads and finishing with he acceptance of European standards. I’d like to examine, how fairly the members of the government work», Alexander Lukashenko briefed.
