The UCP Presidential Candidate Promises to Lower Taxes and Create Jobs

On May 31, there were held the official nomination of Jaroslav Romanchuk as candidate for presidency from the United Civil Party. At a press conference in Minsk, the politician voiced the main proposition of his program "Million of new jobs for Belarus". Photos of the presentation can be found on Telegraf.by

The «Million of new jobs for Belarus» program, which is the base of Jaroslav Romanchuk pre-election platform, designed for 2011-2013. Also there was announced the UCP election slogan: «Create new. Save the best», which is also proposed as Belarusian national idea.

If Jaroslav Romanchuk is elected the president of Belarus, the prime minister will become the chairman of the UCP, Anatoly Lebedko. Jaroslav Romanchuk declared that his team also includes Stanislav Bogdankevich, Leonid Zaiko, Alexander Sosnov, Vasily Shlyndikov, Mikhail Chigir, Lev Margolin, Vasily Starovoitov, Zinaida Bondarenko, Sergei Alfer, Valentina Polevikova and other experts.

According to the presidential candidate from the UCP, the jobs will form the center of all economic and social policy. «For the dynamic development of the labor market it’s necessary to fully liberalize the conditions of market entry, exit from it and work on it», reads the program.

«From today’s existing 4.6 million jobs, 1.4 million are at risk zone. Made in time decisions on the transformation of labor market allow to save half a million of these jobs. As a result, there will be 3.7 million jobs available today. In total, individual entrepreneurs, small business, foreign investors, including TNCs, as well as large restructured enterprises will create one million of new jobs within three years from the date this program implemented», Jaroslav Romanchuk believes.
 
In the case of successful implementation of the program, it is assumed that the total amount of labor force will grow to 4.7 million jobs. Its structure by economy sectors will change. With a slight decline of employment in agriculture there will be movement of labor force from industry into the services sector.

Among the provisions of «Million new jobs for Belarus», there announced increase in unemployment benefits up to 120 dollars per month, lump-sum allowance of 500 dollars when moving to the work from the single-industry town, reduce of VAT rates and tax on wages up to 15%. The financing methods of such costly projects are named, but remain vague.

The program is not related only to economic issues. Jaroslav Romanchuk, in particular, offers to cancel the placement of graduates, to give each provider a right to buy international traffic in foreign markets without Beltelecom agency and grant autonomy to universities.

Asked by Telegraf.by correspondent about the future of nuclear plant construction in Belarus, potential prime minister replied: «This question is withdrawn, before ensuring the effective civilian control over the project».

Anatoly Lebedko stated that he personally initiated the nomination of Jaroslav Romanchuk for presidency from the UCP. «The crisis is a strong ally of the opposition. Today, we consider the situation of crisis as very important reason for the victory», Anatoly Lebedko said. According to the politician, Jaroslav Romanchuk is able to act most effectively in the crisis.
