Turkmenistan Allots Belarus 250 Million Dollars' Advance Payment to Construct Potash GOK

Turkmenistan allotted Belarus 250 million dollars' advance payment for the construction of ore-dressing and processing enterprise (GOK) on the basis of Garlykskoe deposit of potassium salts. The funds were received by Belgorkhimprom — contractor for the GOK construction in Turkmenistan.

According to the presidential decree № 398 from July 30, 2010, these funds «are transferred by Belgorkhimprom to the account of the Ministry of Finance and are not budgetary».

Belarus and Turkmenistan agreed that GOK construction and development of the field would be carried out by Belarusian contractors. This decision was made in June 2009 at the talks between the presidents of Belarus and Turkmenistan — Alexander Lukashenko and Kurbanguly Berdymukhamedov. That time, the construction of the first stage of ore-dressing and processing enterprise was estimated at about one billion dollars, AFN informs.

The Belarusian side took a commitment to design and build the GOK with capacity of 1.4 million tons of potash fertilizers per year. Construction’s customer is Turkmenhimiya state concern.

According to the decree № 398, in the period from January 18, 2010 to January 31, 2018,Belgorkhimprom gets a number of tax preferences for the services and works related to the GOK construction in Turkmenistan. The enterprise is also exempted from mandatory sale of 30% of foreign currency, received from construction’s customer.
