Deputy Director of the Institute of CIS countries, Vladimir Zharikhin, believes that Russia and Belarus should conclusively decide whether they are building a union state or not. "If we have a union, than we must have union laws. The example with milk is significant: we have our own technical regulations, the Belarusians have their own", the expert said, adding that "we are too dependent on Lukashenko's mood".

According to the analyst, due to the fact that the parties can not determine the status of their relations, there is a legal vacuum. «We have too little interstate agreements, but we are a union state. We need a common treaty in the military-political sphere. Then we would not play in recognition or non-recognition of South Ossetia and Abkhazia, and Belarus would have been obliged to recognize them», the specialist stressed.

Vladimir Zharikhin is sure that the union state’s format is not suitable for such diverse countries as Russia and Belarus. «It’s very difficult to create a union between two such different actors, we do not agree with the parity in relations, and the Belarusians will not agree with proportional forming of the government», the analyst explained, ER.RU informs.

The expert believes that the most appropriate partner for the integration with Russia is Kazakhstan. «We have similar economic structures with Kazakhstan — we are energy exporters, we are the only ones in the CIS who import the labor force», the Deputy Director of the Institute of CIS countries noted.

According to Vladimir Zharikhin, Alexander Lukashenko can not afford not to participate in the Customs Union with Russia. «If we create a customs union with Kazakhstan, and it works, then Belarusian economy will collapse. Country-corporation, which was created by Lukashenko, can only exist, having access to spacious market», the analyst said.
