We Should Not Groundlessly Detain and Imprison the Managers, Lukashenko

At a meeting with Grodno regional activists on May 22 the President of Belarus reported that law enforcement officers should reasonably treat people who held an executive position. "You can not groundlessly detain and imprison the managers who have done much good for their enterprises", Alexander Lukashenko said.

«Companies’ managers should be entitled to reasonable economic risk, and law enforcement agencies must learn to distinguish between ordinary errors, actions associated with the risk in the current situation and a crime», the head of state considers, the presidential press service informs.

Belarusian leader, in particular, told the recent history had occurred with the head of one of Grodno’s successful enterprises, who in 2003 had decided to sell a part of inefficiently used business premises to foreign investor (an investor put a prerequisite for large investment to acquire ownership of some part of this company). Seven years later it was discovered that he had allegedly sold the premises at too low price, and law enforcement agencies detained the manager.

«The actions of law enforcement agencies in such situations should be reasonable», Alexander Lukashenko stressed. «It’s not good when we deprive a manager of initiative, then he goes and trembling, he’s afraid to make a decision. We do not need a state, where every manager must tremble».

The president expressed deep indignation with a fact of unreasonable, in his view, detention of a manager. Belarusian leader also called on business leaders, in those cases when they are uncertain about making some decisions related to the sale of property, to address governors freely and actively and, if necessary, even go to the head of state.

Risk is inevitable in the economic decision-making, Lukashenko

Alexander Lukashenko also clearly insists on the need to protect those managers who «have proved their loyalty to the country, acting for the benefit of the people and demonstrating effective management in today’s economic conditions». «These people have a right to fail, since the risk in adopting this or that economic decision is inevitable», the president said.

The president assured that in this sphere in the near future he would make some decisions which should affect the practice. In addition, Alexander Lukashenko intends to receive the report of the heads of security agencies in order to these kinds of situations do not recur.
