Russia Against "Moscow Mechanism" in Belarus

Russia does not share the intention of the OSCE to send a commission to study the situation of human rights in Belarus. This was reported by deputy spokesman of the Russian Foreign Minister Alexei Sazonov on April 14. According to him, the Russian Federation "has doubts about the usefulness to trigger the so-called "Moscow Mechanism" of the OSCE with regard to Belarus."

As Telegraf previously reported, April 6, Britain and the other 13 OSCE member-states offered Belarus to cooperate with the mission of international experts to gather evidence in order to investigate the actions, associated with the suppression of protests after the elections on December 19 and their aftermath.

The representative of Belarus to the OSCE Alexander Sychev was sent a notification letter on this issue. «The human rights situation in Belarus is a serious threat to the implementation of OSCE commitments in the human rights dimension. This makes it necessary to create and direct rapporteur missions in this country to study the situation and to prepare an impartial report,» IA «REGNUM-Belarus» quotes the document.

Alexander Sychev criticized the idea to apply «Moscow Mechanism» to Belarus. According to him, its proponents themselves violated the Moscow Document, which prohibits work of two different missions of the OSCE in one country, as ODIHR experts monitor the judicial process on the «case on December 19» in Belarus.

The essence of the OSCE «Moscow Mechanism» lies in the fact that the OSCE, at the initiative and support of at least ten participating countries, can form and send an emergency mission to a country of particular concern. If the country refuses to cooperate, it can get under sanctions.
