Bribes and Intimacy for the Help of Minsk Officials

Minsk official in charge of the executive committee housing policy, demanded for his assistance bribes (expensive mobile phones, huge cash sums) from male visitors, and sexual services from females. This was told by the Deputy Chief Cabinet of the General Directorate for Combating Economic Crimes of Criminal Police of the Ministry of Internal Affairs, head of the third police department, Lieutenant Colonel Andrey Parshin.

According to Andrey Parshin, corruption had also been found among employees of a state institution «Command-Engineering Institute of the Ministry of Emergency Situations of Belarus.» Officer in charge of the sports equipment purchase for the Emergency teams, made the individual entrepreneur, who had just won a tender, decide: either to give a bribe, or be refused of his services. As a result, entrepreneur had to pay about Br10 million, the newspaper «Na Strazhe» reports.

«In another case, officials of the Ministry of Architecture and one of the subordinate enterprises were stealing the money from the state fund of the construction science department through committing forgery of the work contracts. The money went to expensive cars, appliances, apartments. The stolen sum totaled Br1.2 billion,» Andrey Parshin added.

Huge budget damage was inflicted by officials and the founders of the enterprises «Slavin» and «Frutreal», which, being united in a criminal organization, used illegal schemes to evade customs duties, taxes, fees. Law infringers underrated the fruit cost in the documents, subjected to customs declaration. Also, the criminals hid part of the imported goods, sold through a network of affiliates then. As a result, the amount of unpaid customs duties amounted to Br50 billion, the greatest part of which was compensated.

According to Andrey Parshin, an effective fight against corruption needs an active usage of such an instrument as an operational experiment. «We must extend the scope of its application on the basis of primary data, and in case of reaching the goal — apply to the officials’ administrative liability and their dismissal considering the absence of other facts of their illegal activities. This fact would contribute to both prevention and the inevitability of punishment, as its cruelty for corruption crimes, as it’s clearly seen in China, does not imply corruption eradication and reduction of its manifestations,» Andrey Parshin concluded.
